Former presidential candidate and Connecticut Senator Chris Dodd spoke to a business audience in Hartford on his ideas for proposed foreclosure legislation.  Senator Dodd supports funding an insurance program to back risking loans which are the greatest risk of falling in to foreclosure.  His foreclosure proposal is of course threatened to be vetoed by George Bush.
